Ontario NDP Leader Andrea Horwath is in Thunder Bay Thursday for a policy announcement.
Horwath will outline her parties plan to lower hydro bills for residents and small businesses.
She has been critical of the Liberal’s hydro rate relief plan.
Her strategy will be released at 11:00am central time.
