Premier Dalton McGuinty says he’s not out to punish lottery retailers, he just wants to ensure consumers can trust the lottery system.
He was defending a decision Monday to ban retailers who sell
lottery tickets from buying tickets at their own stores.
McGuinty says he thinks the changes will be well received.
Those changes flow from a scathing 2007 report from ombudsman
Andre Marin about what he called “rampant fraud” in the lottery system.
