No Repeat of Manitoba Flood

It looks like a spring break for flood-weary Manitoba. Forecasters say an unseasonably warm winter, coupled with very
little precipitation, means things are looking good for Spring. Environment Canada’s Dave Phillips says at this time last year, Manitoba had three times the amount of snow and the soil was completely saturated. Last spring’s flood was one of the worst on record.
