Police say an investigation found the 17-year-old man drove his vehicle in a reckless manner near the Government Dock.
Police say they always receive complaints of serious traffic violations near the dock, ranging from speeding to stunt driving.
A careless driving offence carries with it a fine of 490-dollars and six demerit points.
A stunt driving charge results in a fine of 2 thousand dollars or even 10-grand, plus a seven day automatic vehicle impoundment.
