Contract negotiations have come to a halt between correction officers and the province.
That has caused the Ontario Public Service Employees Union to file a complaint with the Labour Relations Board.
At a rally in Kenora, Spokesperson James Nowe says the complaint will hopefully get things moving.
Nowe adds once the essential service agreements have been worked out a strike or lockout could happen within 17 days.
Nowe says they will now rally for public support.
