Ness says he received a call from the White House yesterday.
Minnesota Governor Mark Dayton toured the city yesterday and indicated a special legislative session is possible to respond to flood damage.
The flooding was caused by 180-millimetres of rain that drenched Duluth in a two-day span earlier this week.
