The Fraser Institute says parents should be taking greater interest in the results of province-wide test scores.
The latest rating of high schools from the right-wing think tank has just three in northwestern Ontario doing better than the provincial average.
Those are Red Lake, Atikokan and St. Thomas Aquinas in Kenora.
Author Peter Cowley says schools should be striving to do better.
Cowley says everyone of them should have an improvement plan in every subject area.
Cowley adds any strategy should include a timetable as to when the schools will show better results.
He says parents should be informed and updated on improvement plans and should be able to ask questions.
Cowley says the report card is a great tool to help parents select a suitable school for their child.
