Several people have been injured in a game tug of war between Fort Frances and International Falls.
At least two were transported to hospital by land ambulance.
Others suffered rope burns and lacerations.
Residents on both sides of the Rainy River were pulling a rope across the river at the time.
Some witnesses say the rope on the Canadian side lunged forward with enough force to move a truck the rope was attached as an anchor.
The rope was also anchored to a truck on the US side of the river.
The event was making a return after a five year absence and was a part of the Boundary Waters Dragon Boat Festival.
The festival was cut short because of the incident.
