The strike by 30-thousand public service workers is now entering its fourth week and provincial jails including Kenora remain a hotbed of tension.
Corrections Minister Rob Sampson says jail guards are endagering staff and inmates during the OPSEU strike.
Sampson says managers have been threatened and inmates have been antagonized by guards who are considered essential service personnel and remain on the job.
Recently, inmates in Kenora complained of poor conditions and unfair treatment from guards.
OPSEU says such tactics are not part of its plans.
