Premier Kathleen Wynne says she understands that there is a need to twin Highway 17.
However, Wynne notes expanding the TransCanada in the north requires money.
She believes the sale of Hydro One is one way to pay for local infrastructure needs.
Wynne made the comments at a Town Hall meeting in Thunder Bay this week.
Wynne was also forced defend the increase in the minimum wage.
Wynne says she has listened to businesses, noting the small business tax rate went down 4.5% to 3.5%.
She notes the government has also put in place support for businesses to hire young trainees.
