The Liberals are earmarking $21-million over the next three years to agencies and school boards.
Education Minister Mitzie Hunter says it includes agencies being able to hire educational liaisons who will advocate for students in their care.
Hunter says the liaisons will collaborate with the students, family members, teachers and child welfare workers on plans that meet student needs.
