John Tory pledged support for financial incentives to attract business and doctors to the North, expanding broadband technology to remote communities and creating a Northern Caucus within the PC Party.
Tory, Frank Klees and Jim Flaherty are in Sudbury tonight for a leadership debate.
Conservatives will decide next month which of the three will take over from Ernie Eves.
