The Harper government is being encouraged to make changes to FedNor.
A report for the Northern Policy Institute suggests the regional development funding agency needs to break free from the clutches of Industry Canada.
Author Charles Conteh says such a move would allow FedNor to stand on its own two feet.
Conteh makes four other recommendations including adopting a growth plan for the north and developing a partnership with its provincial counterpart the Northern Ontario Heritage Fund.
