Ontario is being pegged as a haven for illegal tobacco manufacturer.
A new report from KPMG ranks the province second to Panama and at par with El Salvador in illegal tobacco sales.
It also suggests 12 per cent of illegal tobacco products sold in Mexico comes from Canada.
