The federal parties are barely getting a passing grade from a northern think tank on their commitment to Ontario.
The Northern Policy Institute has released a report card on how close they come to meeting a set of recommendations in creating a federal economic agenda for Ontario.
The institute says that none of the parties did better than a C grade.
