The provincial government says its beaten its fiscal targets despite a decline in revenues since 2010.
Revenues are down more than half a billion dollars, but Finance Minister Charles Sousa is confident this years deficit target of $12.5-million will be reached.
Sousa also projects deficits of $8.9-billion in 2015-16 and $5.3-billion in 2016-17.
He says they should still be able to balance the books in 2017-2018.
In releasing his economic statement on Monday, Sousa says all businesses must pay their fair share of taxes.
Sousa also criticized the federal government for its lack of financial support to Ontario.
