TransCanada has made changes to its application with the National Energy Board to build the Energy East pipeline with the cost increasing to $15.7-billion from $12-billion.
The amended application includes 700 route changes in response to avoiding sensitive environmental areas.
TransCanada claims the changes have resulted in increased employment opportunities and economic benefits.
It also says the Energy East Pipeline will have the capacity to displace the equivalent of more than 1,500 rail cars of crude oil a day.
